Pulp Eco, a company created in 2019 based in Reunion Island, aims to complete locally the creation of an industrial unit to manufacture « dehydrated fibers » from cardboard. These dehydrated fibers are intended to supply the paper industry in countries that cannot import waste material.
The recycling plant project
Reunion faces several challenges, and we are aware of the difficulties as well as the advantages of our insular and geographical situation. Currently, the cardboard is exported if the quality allows it, otherwise it is orientated to the landfilling plants.
Pulp Eco takes up the challenge of sustainable development in Réunion. In this target, the company is setting up a short circuit recycling system which allows the recovery and recycling of cardboard on the island. To do so, Pulp Eco is creating a factory with the support of local and national authorities and organizations.
The Factory
The project is jointly carried out by 2 groups from Reunion Island. The main objective is to work together to improve the quality of life and the environment of our island.
The strength of this project is that it does not replace the current economic process but becomes an essential link in the treatment of cellulosic waste in Reunion Island.

Our factory is sized for recycling 30 to 40,000 tonnes per year.

Pulp Eco has decided to make a modular configuration.
The modular design of the factory permits the finished products to transfer either in liquid phase (wet pulp), pasty (pressed pulp) or dry (dried pulp).
This design paves the way for the installation of industrial workshops for the local production of molded pulp products, whether or not present on the same plant as the factory.
It can receive cardboard from:
- Presorted household waste
- voluntary drop-off points
- Importers
- Industrial plants
- Soiled and wet cardboard from these flows
The vocation of the company is, above all, to allow the emergence of local companies that manufacture finished products from recycled cardboard pulp. These include packaging products made from recycled cellulosic fibers. We can mention following examples:
- Egg cartons
- Seedling pots
- Disposable holders for medical instruments to be sterilized
- Wedges before transport for other local products and any other molded cellulose product that our partners might created
However, Pulp Eco is fully aware of the narrowness of our local, even regional, market for this type of product compared to the possibility of production of the plant. Also, a large part of the production will be transformed into dry pulp which, packaged in wrapped bales, is intended for export.
Our site, located in the Ecopark at the Port, allows the installation of processing workshops for making final products for the local and regional market. This allowes to reduce the transport of raw material and thus contributes to a considerable improvement in the carbon footprint. Currently, all these products are imported from Europe or Asia and have a negative effect on the carbon footprint.
One of the approached workshops is a company specialized in food containers. Its small complete equipment makes it possible to meet local needs in terms of trays, cups and supports for supermarkets. This unit, built to food standards, will work both from virgin fibers only and from recycled fibers depending on the sanitary requirements. This unit benefits from the site’s overall infrastructure.

- Trading of local recyclable waste and scrap that cannot be recycled in Reunion Island
Pulp ECO is located in Indian Ocean. Our activity is naturally oriented towards India and Asia. We’re part of Europe, so we use the european legislation and banking system.
